Bojan Mitrovic, Senior Associate of Technical Services, is a mechanical engineer with over 25 years of experience in commercial, public and industrial energy auditing and energy economics. His background also includes the analysis of renewable energy, combined heat and power (CHP), and energy efficiency projects.

Mr. Mitrovic is a Certified Energy Auditor (CEA) and a Certified Energy Manager (CEM). He has completed renewable and CHP feasibility studies for public and private sector clients. He evaluates projects with a critical eye towards key technical factors.

Mr. Mitrovic has also supported more than fifty comprehensive energy efficiency projects that have driven significant savings through the implementation of energy conservation measures. He is extremely knowledgeable about the complexities of building structures and is proficient at identifying a range of cost-saving options.

She also supports policy and regulatory matters through interaction with state agencies.

In addition, Ms. Gabel-Frank performs geographic analysis for various studies and projects. These maps include detailed analyses of demographics, road networks, and land-use suitability. These maps were used to identify EV opportunities and the optimal locations for charging infrastructure, as well as create statewide and utility service area demographic profiles.

Nicolas Freschi, Senior Associate, has over 7 years of analysis supporting various energy-related matters including those related to large-scale data analysis, renewable energy and policy research, energy procurement, and modeling of various regional transmission organizations (RTO) markets.

Mr. Freschi has worked on both quantitative and policy analysis relating to offshore wind development. He has developed financial risk models for wind asset energy market revenues and supported research for testimony related to offshore wind. Additionally, Mr. Freschi has performed analyses in PJM, NYISO, and SPP around energy and ancillary markets and battery storage assets.

Mr. Freschi has experience in quantitative economic and energy market modeling, using a combination of external and internal tools. He has created Monte Carlo simulations of energy market scenarios as well as modeled economic impact, dispatching, and capacity auction bids for a variety of energy resources across various energy regions. He is also a key contributor to the Analytical Likelihood of Availability and Non-Performance Risk (ALAN) model, a proprietary modeling tool that computes the exposure of capacity resources within the PJM and ISO-NE footprints. ALAN uses resource outage data and expected performance assessment event information to determine the probable coincidence of outages and performance assessment events.

Mr. Freschi is also versed in modern data tools, such as Python, that allow for the consolidating, management, and analysis of large data sets. This includes iteratively testing and refining models and selecting and implementing data visualizations. As a part of Gabel Associates’ RTO group, Mr. Hagaman engages in stakeholder affairs across several markets including CAISO, NYISO, ISO-NE, and PJM. Mr. Hagaman closely monitors market rule and policy changes made at the federal, state, and stakeholder level and analyzes the potential interaction effects on market outcomes, as well as provides strategic advice that is tailored to each client’s business interests.

Prior to joining Gabel Associates, Mr. Hagaman worked as an Energy Industry Analyst in the Office of Energy Policy and Innovation at the Federal Energy Regulatory Commission (FERC). In this role, Mr. Hagaman performed quantitative and qualitative analysis on proposed market rule changes and reported findings to FERC commissioners and staff.

Mr. Hagaman also served as a policy analyst on FERC Order 845 compliance and was one of the lead analysts on an internal report that monitored interconnection study deadlines following the implementation of Order 845. As part of this role, Mr. Hagaman built a database that tracked interconnection study timing relative to relevant tariff-defined interconnection study deadlines. This database served to inform FERC staff of the magnitude and trends in interconnection study delays across the country.

Ms. Khan helps to translate the business and legal intricacies of RTOs into strategic planning and guidance for clients. Ms. Khan largely focuses her time on the Southwest Power Pool (SPP) where she engages in several committees and working groups that set the policy and tariff foundation for the SPP region.

In addition, Ms. Khan participates in Midwest Independent System Operator (MISO) stakeholder processes and actively monitors issues in PJM including crediting of Financial Transmission Rights, FERC Order 2222 compliance for hybrid resources, interconnection cost allocation policy and process reform, and procedural and substantive requirements for Generator Interconnection Agreements. Ms. Khan relies on her scientific and legal tools to attain effective results for power sector clients.

Prior to joining Gabel Associates, Ms. Khan attended Lewis & Clark Law School, the #1 environmental law program in the United States, where she focused her studies on renewable energy policy, electricity regulation, oil and gas law, and sustainability in the environment and business world. She also interned for WildEarth Guardians, a non-profit grassroots environmental organization, where she was involved in administrative procedure act appeals to federal agencies. Ms. Khan also worked as a judicial extern to the Honorable Ann Aiken at the United States District Court of Oregon where she worked on the first climate change litigation case brought to federal court by a group of citizens.

Mr. Berg is well versed in utility regulation, decarbonization planning, and energy efficiency and renewable energy project management. As part of his role, Mr. Berg provides technical assistance and stakeholder coordination support for several New Jersey utilities as they develop energy efficiency programs and plans aligned with state legislative energy savings targets and clean energy goals. His work includes tracking, coordinating, and facilitating joint utility committee efforts to align EE plan filings, program designs, and implementation processes. He also supports EE plan development and cost-benefit analyses for several individual utility EE filings.

Prior to joining Gabel Associates, Mr. Berg served as senior researcher on the state policy team at the American Council for an Energy-Efficient Economy (ACEEE), where he provided research, analysis, and technical assistance across a range of energy efficiency policies and programs including utility regulation, state government-led initiatives, building energy codes, and decarbonization. Mr. Berg also led the development of ACEEE’s annual State Energy Efficiency Scorecard from 2016 to 2022 and has authored multiple research publications on topics including energy efficiency resource standards, advancing equitable access to EE programs, leveraging EE to advance clean electricity standards and climate goals, and achieving energy savings through policies and programs at the energy-water nexus. Mr. Berg also managed ACEEE’s State and Local Policy Database and provided technical assistance to utilities and state government agencies to advance best practice policies.

Mr. Antony provides expert support primarily on Southwest Power Pool (SPP) matters and the developing SPP Markets+, and engages in several committees and working groups in both organizations. Prior to joining Gabel Associates, Mr. Antony held roles at Xcel Energy as a Wholesale Account Analyst and Senior Accountant. His experience included managing wholesale power contracts, business segment financial analysis, customer relations, and RTO settlement services. By engaging with cross-disciplinary groups, he also led the development of distribution wheeling agreements for wholesale transactions, a fuel cost pricing alert product for customer awareness, and price sensitivity trade-off products for the optimal utilization of power supply options. Prior to his tenure at Xcel Energy, Mr. Antony worked as a financial and market analyst in the mining sector.

Mr. Antony has a decade of service with the United States Army and Army Reserve as a Psychological Operations Team Leader where he led small-unit teams providing counter insurgency operations support to combat units. His service included combat deployments to Iraq in 2004-05 and Afghanistan in 2007-08. In Afghanistan, he devised and executed operational plans utilizing open-source and human intelligence to enhance key leader engagements resulting in increased collaboration with US forces and active local resistance against enemy elements.

Ms. Riley has been actively contributing to the field of sustainability and the environment for over a decade. She has worked in the non-profit, corporate, academic, and government sectors, bringing expertise in clean energy advocacy and policy analysis.

Prior to her role at Gabel Associates, Ms. Riley worked at a Fortune 500 company in their global legal department, where she reviewed and negotiated federal and commercial contracts for clients across five continents. Ms. Riley played an instrumental role in the RFP process, working closely with sales associates to negotiate customer non-disclosure agreements (NDAs). This keen attention to detail manifested in other policy-related positions, where she wrote all the policies and procedures for a new non-profit environmental program in accordance with applicable state and federal laws. She also played a key role in attaining federal grant funding to support program operation.

In 2018, Ms. Riley performed an extensive cross-comparative analysis between Icelandic and U.S. energy and climate policy, which focused on feasibility studies concerning electric vehicle and hydrogen fuel cell initiatives, hydroelectric power generation, and geothermal production. Ms. Riley also completed her graduate practicum in Honolulu at the Office of Climate Change, Sustainability, and Resiliency, the first government office in the U.S. to incorporate the term “climate change” in its name. She conducted a rigorous capacity analysis of all Honolulu public utilities and agencies regarding structural integrity, urban planning issues, and microgrid feasibility in the face of major tropical cyclone activity. She has also intervened and written direct testimony in regulatory matters related to transportation electrification.

She currently supports the firm’s Regulatory, Analytics, and Modeling team on a wide range of activities, including research, analysis, and forecasting of energy-related matters.

Before joining Gabel Associates, Ms. Kennedy was a Utility Policy Coordinator on the regulatory policy team of a large EV charging company, which was tasked with crafting and advocating for policies that enable transportation electrification through the development of the EV charging market. During this time, she led policy tracking and analysis across 20 eastern states. She also intervened in regulatory proceedings totaling $150M+ in utility EV charging funding across rate cases, grid modernization plans, electric security plans, and EV-specific utility program proposals. She wrote 20+ sets of direct testimony and formal comments and analyzed tariffs, focusing on promoting rate design principles that support transportation electrification.

During her time as a Project Manager with ASHRAE’s government affairs team, she served as the primary staff liaison for the organization’s development of its first global building decarbonization standard focused on net zero energy and net zero carbon. She also worked directly with four federal agencies and the World Health Organization (WHO) on tailored pathways for implementing federal Infrastructure Investment and Jobs Act (IIJA) funding and strategies for implementing building decarbonization and indoor air quality.

Ms. Kennedy has additional experience with environmental commodities from her time as a solar renewable energy certificate (SREC) Operations Analyst with a solar energy company. During that time, she registered thousands of customers’ solar systems for SREC eligibility through twelve public utility commissions, aggregated and minted 20K+ residential and C&I customers’ SRECS through the PJM Generation Attribute Tracking System (GATS) and other state REC authorities, and provided data visualization to senior leadership using Excel, SQL, and Power BI. She additionally conducted policy research on the low carbon fuel standard (LCFS) market, providing the company with its foundational policy knowledge for market entry.

During her graduate program, she studied qualitative and quantitative methods to bridge the gap between clean energy technology and engineering solutions and policy decision-making. Her coursework on analytic methods for policy involved writing clean energy policy memos and providing data visualization using the R platform.

Throughout her dissertation, she consulted with UNESCO on key science, technology, and innovation policy recommendations for the deployment of the United Nations’ Sustainable Development Goals (SDGs). She conducted desktop research, synthesizing academic and policy literature focused on clean energy and sustainable cities – most specifically policies and models that enable the scaling of distributed energy resources (DERs). David Zito, Senior Associate, has over 5 years of experience in energy, utility regulation, and state policy development. He possesses a deep understanding of the utility regulatory environment and customer incentives.

Mr. Zito provides support on a wide range of energy issues in relation to wholesale power markets, regional transmission organization (RTO) processes, and policy-related issues. He largely focuses his time on the Midwest Independent System Operator (MISO) and Electric Reliability Council of Texas (ERCOT) stakeholder and policy processes.

In addition to participating in MISO and ERCOT committee/stakeholder meetings, Mr. Zito serves as a state regulatory expert for the firm. He is engrained in energy transition, resource adequacy needs, energy sufficiency, and interconnection issues. Additionally, he assists clients in understanding how wholesale market issues impact state policy and retail rates, as well as how state policies can drive change in wholesale markets.

Before joining Gabel Associates, Mr. Zito worked at the Louisiana Public Service Commission (LPSC) as Chief of Staff to Commissioner Craig Greene. During this time, he served as a senior advisor to Commissioner Greene on policy matters, as well as collaborated with stakeholders and regulators at the LPSC, MISO, Southwest Power Pool (SPP), and Federal Energy Regulatory Commission (FERC). Mr. Zito directed policy and political strategy on behalf of the Commissioner, which required frequent engagement with the public to advocate for specific positions and policies. Additionally, he provided analysis on a multitude of different issues including utility ratemaking, resource adequacy, demand-side resources, and utility customer programs.

Mr. Zito’s regulatory and legislative background is also bolstered by his past work as a Legislative Analyst for the Fiscal Division of the Louisiana House of Representatives. He supported members by researching, drafting, and amending law, as well as oversaw the intake, review, organization, and processing of all judgments against the State of Louisiana. She provides marketing and business development support, assists with the administration of procurement processes, coordinates and monitors project activities, facilitates client interaction, and develops creative and customized solutions to meet client needs.

Prior to joining Gabel Associates, Ms. Cuevas began her planning and sustainability career at The Port Authority of New York and New Jersey (Agency). In 2019, she joined the Agency’s Leadership Fellows Program, a distinguished program for leadership and public service in the New York/New Jersey Metropolitan region. During her tenure, she worked for the Office of the Secretary and was responsible for assisting the Agency’s departments in receiving final authorization for projects and programs from Agency executives and the Board of Commissioners.

In addition, during her rotation with the Aviation Department, she supported the Newark Liberty International Airport AirTrain Replacement Program. Specifically, she assisted in developing and revising the Environmental Assessment for submission to the Federal Aviation Authority.

Most recently, she worked for the Agency’s Rail Transit Department (PATH) and was responsible for performing quantitative and qualitative analyses of rail operations to identify delay and incident trends.
