Steven Gabel President

Steven Gabel, President and Founder of Gabel Associates, has over 40 years of experience in assisting clients with commercial and policy issues in the energy and environmental industries. Mr. Gabel started the firm in 1993 with the goal of providing a wide range of economic, technical, regulatory, and marketplace advice and analysis. He is an economist with a background in pricing, industrial organization, public policy, and the history of economic thought.

Mr. Gabel assists clients with the analysis and implementation of innovative energy projects that reduce costs and enhance environmental quality. He also provides expert testimony on utility ratemaking, restructuring, power contracting, and policy matters.

He has been at the forefront of renewable energy policy development in the region. He served on the Governor’s Renewable Energy Task Force for New Jersey, which is the basis for New Jersey’s renewable portfolio standard. He continues to serve on various committees that help structure sound renewable policy and sustainable industry structures.

Mr. Gabel is an active contributor to regulatory and legislative initiatives related to wholesale, retail, and renewable energy markets. He has been involved in PJM issues since the mid-1980s and was directly involved in the transformation of PJM into an Independent System Operator in the mid-1990s.

He also possesses an extensive regulatory background. Prior to establishing Gabel Associates, Mr. Gabel was the Director of the Electric Division at the New Jersey Board of Public Utilities and the Director of the Division of Solid Waste Management at the New Jersey Department of Environmental Protection.

Robert Chilton Executive Vice President

Robert Chilton has more than 40 years of experience in the energy industry. As Executive Vice President of Gabel Associates, Mr. Chilton directs and performs analysis of a wide range of issues including energy procurement for individual customers and aggregated groups, and the financial evaluation of renewable energy, traditional, and combined heat and power projects. He provides analysis of retail and wholesale market pricing, RTO transmission matters, and energy and capacity market issues.

Due to his in-depth understanding of his clients’ goals, coupled with his knowledge of the commercial marketplace, he manages all elements of energy project assessments and contracting.

Mr. Chilton has a comprehensive regulatory background, and has supported the development of structural changes in energy policy and testified as an expert in FERC and state proceedings.

He helped design the framework for competitive procurement in the region and pioneered the implementation of large scale aggregation programs in the commercial and residential space that contain hundreds of participants and thousands of accounts. Through Mr. Chilton’s leadership, these programs have achieved substantial savings for participants. He has also been a trailblazer in the design and implementation of enhanced renewable product options for energy consumers.

Prior to his current position, Mr. Chilton was the Director of Energy for the New Jersey Board of Public Utilities from 1996 to 2000, where he obtained strong executive-level managerial experience and regulatory and legislative expertise including staff leadership in designing and implementing New Jersey’s energy deregulation law.
