Steven Gabel President

Steven Gabel, President and Founder of Gabel Associates, has over 40 years of experience in assisting clients with commercial and policy issues in the energy and environmental industries. Mr. Gabel started the firm in 1993 with the goal of providing a wide range of economic, technical, regulatory, and marketplace advice and analysis. He is an economist with a background in pricing, industrial organization, public policy, and the history of economic thought.

Mr. Gabel assists clients with the analysis and implementation of innovative energy projects that reduce costs and enhance environmental quality. He also provides expert testimony on utility ratemaking, restructuring, power contracting, and policy matters.

He has been at the forefront of renewable energy policy development in the region. He served on the Governor’s Renewable Energy Task Force for New Jersey, which is the basis for New Jersey’s renewable portfolio standard. He continues to serve on various committees that help structure sound renewable policy and sustainable industry structures.

Mr. Gabel is an active contributor to regulatory and legislative initiatives related to wholesale, retail, and renewable energy markets. He has been involved in PJM issues since the mid-1980s and was directly involved in the transformation of PJM into an Independent System Operator in the mid-1990s.

He also possesses an extensive regulatory background. Prior to establishing Gabel Associates, Mr. Gabel was the Director of the Electric Division at the New Jersey Board of Public Utilities and the Director of the Division of Solid Waste Management at the New Jersey Department of Environmental Protection.

Robert Chilton has more than 40 years of experience in the energy industry. As Executive Vice President of Gabel Associates, Mr. Chilton directs and performs analysis of a wide range of issues including energy procurement for individual customers and aggregated groups, and the financial evaluation of renewable energy, traditional, and combined heat and power projects. He provides analysis of retail and wholesale market pricing, RTO transmission matters, and energy and capacity market issues.

Due to his in-depth understanding of his clients’ goals, coupled with his knowledge of the commercial marketplace, he manages all elements of energy project assessments and contracting.

Mr. Chilton has a comprehensive regulatory background, and has supported the development of structural changes in energy policy and testified as an expert in FERC and state proceedings.

He helped design the framework for competitive procurement in the region and pioneered the implementation of large scale aggregation programs in the commercial and residential space that contain hundreds of participants and thousands of accounts. Through Mr. Chilton’s leadership, these programs have achieved substantial savings for participants. He has also been a trailblazer in the design and implementation of enhanced renewable product options for energy consumers.

Prior to his current position, Mr. Chilton was the Director of Energy for the New Jersey Board of Public Utilities from 1996 to 2000, where he obtained strong executive-level managerial experience and regulatory and legislative expertise including staff leadership in designing and implementing New Jersey’s energy deregulation law.

Bryan Hayward, Vice President and Chief Intelligence Officer of Gabel Associates, has over 25 years of experience in conducting detailed analysis and modeling of energy markets. He provides consulting services to public and private sector clients in the areas of energy procurement and conservation, cost reduction, and project planning.

Mr. Hayward serves as the lead analyst for several successful energy procurement programs. He provides a highly qualified level of technical expertise in data management, utility tariffs, energy market forecasting, and savings analysis. He is extremely knowledgeable on tariff structure and uses this knowledge to analyze energy savings associated with third-party supply. His extensive understanding of energy procurement, combined with his technical knowledge, allows Mr. Hayward to incorporate technological advancements and efficiencies to meet clients’ needs.

Mr. Hayward also specializes in developing software systems that can manage large quantities of data and are used for analyzing a range of projects, including aggregation group management. He conducts economic evaluations of energy consumption and provides analysis of energy saving alternatives, and has the ability to develop creative marketing materials related to energy aggregation efforts.

Mr. Hayward is skilled at completing comprehensive economic and financial analysis related to energy project development. In addition, he has developed software to model regional energy pricing data and for scheduling generation into PJM’s day-ahead and real-time energy markets.

Michael Borgatti, Senior Vice President of RTO Services and Regulatory Affairs, has over 16 years of experience on energy and policy-related issues. He is the firm’s principal representative addressing the operations, procedures, and markets of regional transmission organizations (RTO). RTOs serve as the foundation of competitive wholesale electricity markets in the United States.

Mr. Borgatti is an expert on the complex, technical operations of RTOs and has been a leader in the development of RTO rules related to energy, capacity, and other structural issues. He translates the technical complexities of RTOs into the business plans of his clients and helps them evaluate the risks, costs, and revenue associated with tariff changes. He also works on project development and risk analysis including generation interconnection, merchant transmission, and credit issues.

Mr. Borgatti is knowledgeable on various RTOs within the country including PJM Interconnection (PJM), California ISO (CAISO), New York (NYISO), Southwest Power Pool (SPP), New England (ISO-NE), Midcontinent Independent System Operator (MISO), and the Electric Reliability Council of Texas (ERCOT).

He is active in a number of RTO committees and working groups including those addressing energy markets, capacity markets, renewable markets, ancillary services, and transmission interconnection issues throughout the wholesale market space. These groups are integral to developing and refining RTO rules, policies, and processes and resolving difficult market and technical issues. As a result, Mr. Borgatti maintains up-to-date detailed expertise on RTO operations and wholesale energy markets.

Although Mr. Borgatti is versed on RTOs throughout the country, he possesses specialized expertise on PJM (the largest RTO in the country). He previously served as the Chair of PJM’s Members Committee, which is considered the highest-ranking stakeholder committee at PJM, as well as vice-chair of PJM’s Liaison Committee, which is the primary forum where stakeholders discuss strategic concerns with the PJM Board of Managers. He currently resides at the Generation Sector Whip at PJM.

Mr. Borgatti facilitates generation interconnection studies and interconnection service agreements among new generation resources, the local transmission system owner, and the RTO. His expertise allows the firm’s clients to effectively advance and protect their business interests in the wholesale and retail energy markets.

He also interacts with the Federal Energy Regulatory Commission (FERC) and state utility commissions on a frequent basis, and advocates before various agencies to enhance our clients’ positions.

Mr. Borgatti has provided market analysis, risk assessment, and developed financial strategies associated with both the energy and capacity market. He also helps to inform long term forecasting and other analytical efforts.

Mr. Borgatti possesses a strong understanding of regulatory and ratemaking issues and policy based on his assistance with project development activities and his previous years as a legal specialist.

Prior to his role at Gabel Associates, Mr. Borgatti worked as a federal energy litigation and policy legal specialist for the New Jersey Board of Public Utilities, where he advised senior leadership, including the Board President, Chief Counsel, and Governor’s Office regarding various issues related to federal energy policy. He developed and executed litigation strategies for matters before the Federal District Courts, United States Circuit Courts of Appeals, and FERC. Mr. Borgatti also managed a multi-disciplinary team that provided policy and litigation advice on all federal energy matters.

Pam Frank Senior Vice President

Pamela Frank, Senior Vice President of Gabel Associates, has more than 20 years of experience in sustainability issues and the renewable energy industry. She supports the firm’s efforts related to the development of renewable energy, advanced technology, and energy efficiency projects. She also supports regulatory, policy, and analytical activities for these markets.

Ms. Frank serves as Chief Executive Officer (CEO) of ChargEVC, a non-profit coalition that promotes the sustainable growth of the EV market. Gabel Associates is providing management services for this innovative group, which is made up of utilities, automotive dealers, technology companies, equity, environmental and consumer advocates. ChargEVC serves as a resource for research and a singular voice for advocacy for advanced EV market development programs and policies.

Ms. Frank has served as a key stakeholder in the development of the solar energy market in New Jersey, one of the largest and most innovative markets in the nation. Since 2004, Ms. Frank has served on the State’s Renewable Energy Task Force, the policy body that has shaped solar development in the state. She has worked closely with the New Jersey Board of Public Utilities, legislative leadership, and the Governor’s Office to support the successful passage of renewable-related bills.

Ms. Frank has been part of negotiating teams in several jurisdictions in the mid-Atlantic that have won significant improvements to interconnection protocols that favor the growth of distributed generation.

Ms. Frank has also served as project developer/project manager for a wide-range of renewable projects, and has expertise in project development issues including solar renewable energy certificate (SREC) sales and the evaluation of cost effective financing approaches.

Mark Warner, Senior Vice President of Gabel Associates, has more than 30 years of experience leading technical project teams, and over 15 years of experience developing advanced clean energy projects. Mr. Warner brings deep experience in sustainable energy technologies, project development and management, financial modeling, policy and strategy development, and energy markets.

Mr. Warner has extensive hands-on experience working with clients to develop cutting-edge projects that reduce energy costs and capitalize on new technologies and business models. Based on his experience supporting hundreds of projects for a wide range of clients, Mr. Warner is widely recognized for his expertise in solar energy, building performance through energy efficiency, and other advanced energy initiatives. He is able to combine a strong focus on client support with technical depth, policy and strategy experience, practical market and financial knowledge, and sound project management discipline. Mr. Warner has in-depth knowledge of renewable energy markets and the region’s energy infrastructure based on years of hands-on project development experience.

Mr. Warner is a recognized leader in efforts to accelerate the use of electric vehicles (EVs). As part of Gabel Associates’ team supporting ChargEVC, a coalition that seeks to expand EV market growth, Mr. Warner leads research and policy development efforts. His ground breaking analysis has helped to measure the opportunity for EV market development, introduce rigorous new methodologies for net benefit quantification, and provide the research foundation needed to support market development policies and programs.

Prior to joining Gabel Associates, Mr. Warner served as the Director of Energy at the Sustainability Institute at The College of New Jersey and Sustainable Jersey, focusing on the accelerated adoption of sustainability energy solutions in New Jersey and beyond. Focus areas for this work included energy efficiency, renewables, alternative vehicles, and emerging topics such as energy storage, smart grid, and micro-grids. Mr. Warner chaired Sustainable Jersey’s Energy Task Force, and led the development of numerous high-impact best-practice standards for the award winning Sustainable Jersey program.

Mr. Warner is a nationally recognized expert in the renewable industry, and is a founding member of the New Jersey solar market. He was the founder and CEO of a pioneering solar power development company that introduced some of the first solar financing solutions in the industry.

Holly Reed, Senior Vice President of Gabel Associates, has over 15 years of experience in supporting energy transactions in the wholesale, retail, and renewable energy sectors.

Ms. Reed actively supports wholesale power generators through the firm’s role as the lead consultant to the Independent Energy Producers of New Jersey. She monitors and analyzes various issues that impact the generation industry and competitive nature of the market. Ms. Reed also provides strategic advice and undertakes marketing activities related to wholesale power transactions for various regions and conducts comprehensive analyses of transactions in both wholesale and retail energy markets.

Ms. Reed is active in the renewable energy marketplace, helping clients analyze the potential value of renewable attributes. Specifically, she facilitates the marketing and sale of the renewable energy certificates (RECs) associated with renewable projects such as solar, landfill gas-to-energy, and waste-to-energy. Ms. Reed conducts competitive processes that serve to maximize client revenue.

Ms. Reed also provides regulatory support and guidance on renewable compliance issues and interacts with various state agencies including the New Jersey Board of Public Utilities and the New Jersey Department of Environmental Protection.

In addition to energy work, Ms. Reed provides key support for marketing and contracting activities. She serves as the lead proposal writer for the firm and manages proposal generation and submission for a wide range of prospective projects. She also prepares marketing materials with a refined focus on the interest areas that pertain to each prospective client.

Greg Tyson, Vice President of Gabel Associates, has over 23 years of energy modeling experience. Mr. Tyson assists clients with the analysis of wholesale and retail power market issues and the implementation of business ventures in the energy industry. He is adept in conducting advanced energy price forecasting, modeling, and data analysis.

Mr. Tyson actively supports clients with energy project development and strategic power issues. He conducts in-depth long-term tariff modeling and wholesale power forecasts for all regions of the country. He also provides comprehensive modeling and economic and financial analysis, which includes internal rate of return calculations, environmental, social, and economic costs and benefits of policy proposals, payback forecasting, and sensitivity analyses. He provides cost/benefit analyses that identify the full value proposition of energy projects.

Mr. Tyson is also skilled at utilizing various modeling platforms including AURORAxmp, an established energy model that accounts for all fundamental market drivers and can provide long range power pricing.

In addition, he assists clients in successfully navigating utility and regional transmission organization issues, including the interconnection process. He is also engaged in environmental matters that affect the power generation industry and forecasts the supply, demand, and price of environmental attributes.

Richard Preiss, Vice President of Gabel Associates, has over 35 years of experience in the electric utility industry and previously worked for several large electric utilities including American Electric Power, General Public Utilities, and Jersey Central Power & Light/FirstEnergy.

Mr. Preiss’ background encompasses a broad spectrum of functional areas of responsibility including utility regulation, rate strategy, power contracting analysis, cost of service studies, transmission services and power markets. He has extensive ratemaking expertise and serves as an expert witness in electric and water utility matters.

Mr. Preiss actively supports the successful development of renewable energy projects and is proficient at detailed economic and cost/benefit analysis. He also excels in managing procurement and analytical activities for electric generation.

Brendon Baatz, Senior Vice President at Gabel Associates, has over 9 years of experience on state energy efficiency (EE) policy, utility regulation, energy markets, electric ratemaking, utility resource planning, and utility-sector efficiency programs.

Utilizing his expert knowledge, Mr. Baatz is currently supporting EE program design for several utilities in New Jersey. Specifically, he is focusing on the development of creative EE programs that effectively target underutilized customer sectors, and is also performing detailed cost-benefit analysis to justify such programs. He is also advising the utilities on best practices for program delivery approach, evaluation, and other aspects related to implementation.

Mr. Baatz frequently serves as an expert witness before state utility commissions. As a result, he provides comprehensive regulatory testimony and comments on matters related to rate design, EE, integrated resource planning (IRP), revenue decoupling, and renewable energy issues. He has the proven ability to work cooperatively with stakeholders and policy makers and can clearly articulate complex subject matter. He has also authored several respected publications.

Mr. Baatz has also supported transportation initiatives in the context of utility impacts. While at the American Council for an Energy Efficient Economy (ACEEE), Mr. Baatz worked closely with the transportation program on the interaction of regulated utilities and electric vehicle (EV) policy. Mr. Baatz also assisted in the drafting of ACEEE publications and formation of an internal strategy on these issues.

Mr. Baatz has extensive experience in supporting the advancement of EE policies and programs. He previously resided as a Senior Manager at ACEEE. As part of this role, he managed and coordinated ACEEE’s efforts related to utility sector EE programs. He also served as the lead author for research projects involving a wide range of topics, such as utility sector EE programs, business models, best practices, and rate design. In addition, Mr. Baatz provided technical assistance to utilities and other EE implementation partners (i.e., state government agencies) on regulatory policy and best practice program topics.

Mr. Baatz also worked for the Federal Energy Regulatory Commission (FERC), the Maryland Public Service Commission, and the Indiana Office of Utility Consumer Counselor. During his time at FERC, he served as a technical expert in litigated cases, in which he examined various issues, including wholesale energy rates, transmission rates, Open Access Transmission Tariff (OATT) interpretation, transmission capacity rights, cost allocation for various customer classes, formula rate mechanics and protocols, electric cost of service, interruptible load, rate design, and regional transmission organization (RTO) functionality and governance.

Isaac Gabel-Frank, Senior Vice President, has over 14 years of experience supporting complex energy issues related to renewables and energy efficiency, cost-benefit analysis, energy project development, economic and tariff analysis, electric vehicles (EV), regional transmission organizations (RTOs), and energy procurement. Mr. Gabel-Frank has also submitted expert testimony in matters regarding the cost-effectiveness of energy efficiency.

He is an expert on cost-benefit analytics and has supported a multitude of clients in quantifying cost and benefit dynamics related to the economic impact of energy projects. This includes past and present work for state and local governments, school districts, Federal agencies, and private sector clients on renewable energy, energy efficiency, cogeneration, and traditional generation projects. Mr. Gabel-Frank also performs sensitivity analysis to help identify risk boundaries and market deviations. This analysis is critical to investment decisions as it allows clients to understand the full value proposition associated with energy initiatives.

Mr. Gabel-Frank has assisted in the development of numerous renewable and energy efficiency projects including in-depth economic, technical, and utility tariff analysis, which incorporates long-term utility and energy forecasts. He has developed various tariff models from the ground up, which are customized to reflect the specific parameters of each project. He is also skilled at calculating energy savings associated with various project structures. As a result of his strong analytical skill set, Mr. Gabel-Frank has served an integral role in various progressive projects throughout the region.

He has supported solar projects through the request for proposal (RFP) process, and also reviews utility tariffs and performs cost/benefit analysis. He is knowledgeable on the solar renewable energy certificate (SREC) market and has supported transactions for public and private sector entities.

He also supports energy efficiency filings on behalf of various New Jersey utilities. He has served the role of an expert witness and provided testimony to support the filings.

He has also supported wide-ranging EV analysis and modeling as it relates to energy markets and distribution grid impacts.

In addition, he is extremely knowledgeable on RTO (including PJM) issues and actively monitors activities related to energy and capacity markets, energy efficiency, demand response, ancillary services, interconnection, and general grid issues. Mr. Gabel-Frank helps clients formulate and strategize positions on current RTO rules as well as provides analysis on potential market changes. This includes the development of offer and bid strategies for energy efficiency, demand response, and renewable and traditional generation resources.

He was a key contributor to the development of the Analytical Likelihood of Availability and Non-Performance Risk (ALAN) model, a proprietary stochastic modeling tool that computes the exposure of capacity resources within the PJM and ISO-NE footprints. ALAN uses resource outage data as well as expected performance assessment event information to determine the probabilistic coincidence of outages and performance assessment events.

Adrian Kimbrough, Senior Vice President at Gabel Associates, brings more than 16 years of deep analytical expertise. This includes 5 years in the military intelligence sector in the U.S. Marines.

Mr. Kimbrough has a rich technical skillset, including energy financial modeling and valuations, economic damages quantification, ratemaking, and market strategy.

Mr. Kimbrough has expert knowledge of wholesale power markets, electric utility ratemaking, and midstream pipeline regulatory economics. During his tenure with FERC, Mr. Kimbrough led Staff’s cost-of-service accounting and pricing for reactive power compensation, new capital projects, market entry and expansion, and investigations related to the reasonableness of rates in multiple negotiated proceedings. He represented the Commission as an expert witness in hearings on regulatory economics, power market dynamics, tariff terms and conditions, and operations of the midstream pipeline and electric utility industries.

Mr. Kimbrough has supported the development of market power studies, energy imbalance market structures, refinery economic optimization models, and transmission system congestion analyses including locational marginal pricing (LMP). He has experience with complex economic models, market trends, critical policy concerns, and contractual agreements to develop defensible technical and policy positions used during multiple litigated and negotiated proceedings at FERC.

Mr. Kimbrough also performed rigorous financial and economic assessments related to the renewable energy industry, including the evaluation of solar PV and energy storage technology innovations, mergers and acquisitions (M&A) trends, emergent business models, changing regulatory policies, project finance structures, and risk management instruments.

In addition, Mr. Kimbrough served in the United State Marine Corp as a Cryptologic Linguist for five years, which included one combat tour in Iraq. This included operations intelligence activities, in which he analyzed classified real-time intelligence on global security threats. He also prepared time-sensitive tactical reports and intelligence assessments used to identify and mitigate imminent threats, evaluate connections within and across networks, and project future operations. During this time, he also received clearance to access Top Secret information.

Travis Stewart, Vice President of RTO Services, advises clients on a variety of wholesale market matters including energy and capacity market design and rule development. He is also engaged in various RTO committees that help shape wholesale power markets.

He assists clients in monitoring the evolving business practices of various regional transmission organizations and understanding their economic and business implications.

Mr. Stewart actively monitors issues at PJM (the largest grid operator in the country), MISO, and SPP. Specifically, he participates in various committees and working groups that focus on a range of issues including energy and capacity markets, demand response, and reliability. These groups are integral to the development and refinement of RTO rules, policies, and processes as well as the resolution of difficult market and technical issues. Through his active participation, Mr. Stewart provides frequent reports to clients on various issues. He is also well-versed on PJM’s Capacity Performance model and its impact on generation resources.

Prior to joining Gabel Associates, Mr. Stewart worked within the Office of Chief Counsel for the New Jersey Board of Public Utilities. In this role, he provided guidance to senior legal staff and the New Jersey Governor’s Office on a number of matters impacting energy markets in New Jersey.

Andrew Conte, CEM, CEA & CMVP Vice President of Advanced Energy Solutions

Andrew Conte, Vice President of Advanced Energy Solutions, of Gabel Associates, has more than 13 years of environmental and energy consulting experience. Mr. Conte brings expertise in energy efficiency and distributed generation project development, technical studies, and sustainability planning.

Mr. Conte is a Certified Energy Manager (CEM), Certified Energy Auditor (CEA), and Certified Measurement and Verification Professional (CMVP).

Mr. Conte has extensive experience working with public and private sector clients. He has been integral in assisting clients achieve sustainability, economic, and carbon reduction goals through energy efficiency and renewable energy projects. Mr. Conte also has a deep working knowledge of multiple state incentive programs, which help to enhance the economic outlook of energy initiatives. This includes a strong understanding of the programs offered through the New Jersey Clean Energy Program (CEP).

Mr. Conte supports renewable energy projects including RFP development and administration, proposal evaluation, contract negotiations, and performance monitoring. He also works closely with clients to ensure they remain educated and well-informed throughout the process.

Prior to joining Gabel Associates, Mr. Conte was part of the outreach team for the NYSERDA Existing Facilities Program and Demand Management Program. In this role, he assisted non-profit institutions with evaluating and developing energy efficiency and storage projects for potential funding through these NYSERDA incentive opportunities.

In addition, he has worked closely with local and county governments to create energy master plans. When structuring energy master plans, Mr. Conte prepares an infrastructure baseline analysis and works diligently to identify a comprehensive list of energy conservation measures that best align with the unique needs of the client.

Loren Altshuler Vice President of Energy Procurement

Loren Altshuler has over 25 years of experience in the energy industry. As Vice President of Energy Procurement, Ms. Altshuler ensures that aggregated customer groups and individual customers obtain energy supply at competitive market prices and that customers are satisfied they have received the level of customer service they expect.

Ms. Altshuler has a comprehensive background in natural gas and power energy supply gained from working in various energy companies. She has held operational and financial roles in three publicly traded energy firms including at a customer operations division of an international retail energy supplier, at a retail energy sales division of an international oil and gas company, and at an energy broker division of a smaller international energy firm. Among her specialties are energy contracting and pricing, contract and tariff interpretation, savings assessments, customer onboarding and enrollment, customer and utility supplier relationships and communications, and energy choice billing issue resolution.

Ms. Altshuler is a well-respected energy expert, and she also has a strong analytical, operations and finance background. She has held leadership roles in both operations and finance. She has led direct reports and project teams in the areas of retail energy contracts administration, customer onboarding and utility enrollment, invoicing and collections, planning and budgeting, analysis, project management and process improvement.

Ms. Altshuler maintains a Project Management Professional (PMP) certification from the Project Management Institute and has performed project manager responsibilities. She has also completed Six Sigma Black Belt and Lean certifications and looks for opportunities to deploy process improvement, lean thinking, KPIs, and “mistake proofing” into daily operations.

Ms. Altshuler started her career at an electric and gas utility where she performed project engineering for both power plant environmental system improvements and environmental permitting efforts. During this time, she led policy tracking and analysis across 20 eastern states. She also intervened in regulatory proceedings totaling $150M+ in utility EV charging funding across rate cases, grid modernization plans, electric security plans, and EV-specific utility program proposals. She wrote 20+ sets of direct testimony and formal comments and analyzed tariffs, focusing on promoting rate design principles that support transportation electrification.

During her time as a Project Manager with ASHRAE’s government affairs team, she served as the primary staff liaison for the organization’s development of its first global building decarbonization standard focused on net zero energy and net zero carbon. Ms. Harris has an extensive background in economics and possesses a strong analytical skill set. She frequently conducts economic analysis of past events and outcomes, as well as cost-benefit modeling. Her research is generally focused on public policy issues related to sustainable growth and economic development. She is also equipped with data analysis and algorithm development skills after having completed numerous projects using software such as python, java, R-programming, SQL, among others. She also has experience in the reporting of existing renewable energy development projects that aim to improve energy access in developing nations.

Olamide Satimehin, Associate, provides support on a wide range of energy and sustainability issues, including those related to renewable energy, energy efficiency, energy modeling, and technical studies.

Mr. Satimehin supports renewable project development activities, including the implementation of solar projects. Specifically, he assists with site visits, outreach efforts, feasibility studies, and data analysis. In addition, he conducts market research on renewable energy policy.

Prior to joining Gabel Associates, Mr. Satimehin worked on several projects while at Penn State University relating to linear programming, energy optimization, interconnection for solar and wind markets, and energy audits. He has also completed numerous projects using software such as python, helioscope, and the System Advisory Model (SAM).

Kassandra Damblu Associate

Kassandra Damblu, Associate, has strong expertise in strategic planning, research and development, and advocacy in support of equitable public policy reform and program development with a focus on energy and sustainability issues. She also has extensive experience driving campaigns surrounding the transition to a clean energy economy with a focus on environmental justice for marginalized communities.

Ms. Damblu is currently working on projects related to New Jersey’s Council on the Green Economy. She provides support in the form of targeted research, qualitative analysis, comprehensive stakeholder engagement, and drafting of deliverables to provide a foundation for the Council’s recommendations to create an action-oriented pathway for New Jersey’s green economy.

Prior to her role at Gabel Associates, Ms. Damblu worked as a campaign researcher for Community Labor United in Boston. Some of her key tasks included tracking policies, regulations, and programs pertaining to sustainable development and racial equity, and conducting political research and qualitative analyses to identify opportunities to streamline processes for energy efficiency and a just transition.

Ms. Damblu also supported political campaign work in the New York City area. Ms. Damblu’s core responsibilities were circled around planning and facilitating public facing forums, including developing educational materials for distribution; recruitment and training of volunteers; and liaising with interest groups such as local politicians, not-for profits, environmental groups, and faith-based organizations.

Jake Weinberg, Associate, provides support on a wide range of energy issues in relation to wholesale power markets rules, processes, and policy related issues.

As part of the firm’s Regional Transmission Organization (RTO) Division, Mr. Weinberg assists clients navigate the complex business and legal intricacies of RTOs. Mr. Weinberg largely focuses his time on the Midcontinent Independent System Operator (MISO) and participates in numerous committees and working groups. He also provides support in the Southwest Power Pool (SPP).

Prior to joining Gabel Associates, Mr. Weinberg served as a Litigation Associate focusing on a wide array of complex litigation and legal matters. Mr. Weinberg regularly served as lead counsel, handling matters from case inception, discovery, trial, and post-trial motion and appellate practice.

Nefertiti Danastor, Associate, has over 11 years of experience in data management, energy modeling and analysis, quality assurance, and administrative support activities. She is skilled at performing solar analysis and coordinating state-sponsored clean energy incentive programs.

Through her role at Gabel Associates, Ms. Danastor supports the Energy Aggregation and Procurement team. Specifically, she assists aggregated client groups and individual customers to secure energy supply at competitive market rates to save on energy costs. This includes preparing bid documents for review, process management activities (including facilitating the receipt of supplier qualification documents), maintaining accurate records, ensuring that all materials are received in a timely manner, and providing overall program support.

Prior to joining Gabel Associates, Ms. Danastor worked as a solar project manager where she performed energy analysis for residential homes throughout the U.S., including the New York Metropolitan area and municipalities in Pennsylvania, Florida, Texas, and California. She also analyzed existing energy consumption to develop 2D energy models for residential structures to assist in predicting the best solar solutions for individual homeowners.

Ms. Danastor also previously served as a program coordinator for the New Jersey Clean Energy Program where she reviewed documents submitted by state-certified HVAC contractors and ensured that installations adhered to state guidelines to qualify for rebate disbursement. She also facilitated the review, verification, and submission processes regarding quarterly financial summaries to the NJ Department of the Treasury, and ensured that payments received were aligned with distribution amounts.

Emma Ahern, Associate, has close to 2 years of experience in marketing activities and corporate communications. From her involvement in implementing communications programs both internally and externally, Ms. Ahern has refined her creative problem-solving and project management skillset.

Prior to joining Gabel Associates, Ms. Ahern was an internal communications specialist for a global technology and professional services company. In this role, she was responsible for drafting all-employee communications and strategizing on internal campaigns. Ms. Ahern drafted and edited content for numerous internal newsletters and articles, including a weekly all-employee newsletter highlighting relevant company events and high-level organizational strategies. In addition to these responsibilities, she also organized employee engagement events which provided networking opportunities for recent hires. As part of her work, Ms. Ahern was directly involved in managing the company’s environmental communications as well as planning events that showcased corporate sustainability initiatives.

Ms. Ahern received her Bachelor of Science in Public Relations from Boston University in 2022. Her degree provided opportunities to demonstrate her knowledge of developing relationships in the public and private sectors, designing effective campaigns, and using innovation to solve complex and critical problems. During her undergraduate studies, Ms. Ahern was the president of Eye2Eye, a student-run nonprofit service organization that was focused on fostering equality amongst all genders in the workplace and educational institutions. In this position, she was responsible for facilitating regular networking events, fundraising initiatives, and planning the organization’s yearly conference.

This includes his decades of service with Public Service Enterprise Group (Enterprise), a large utility holding company, and its subsidiaries. Mr. Wohlfarth has extensive, hands-on experience in gas supply acquisition and strategic planning, contract negotiation, federal and state regulatory issues, and corporate business development.

Through his past role as Vice President of Gas Supply at PSEG Power LLC, he was responsible for leading the wholesale gas business. Specifically, he directed the utilization of the gas supply, transportation and storage contracts previously held by its gas utility affiliate, and maximized profits derived from those contracts through trading activities, integration with the generation assets, off-system sales, and restructuring of the contract portfolio. He also directed the successful implementation of the wholesale gas business strategy, which thrived due to his leadership.
