Belle Gabel
Belle Gabel, Senior Associate, leads the firm’s Community Solar initiatives for municipalities and public entities, with a focus on energy justice, expanding access to clean energy, and lowering energy costs for low- and moderate-income residents. She provides policy guidance, project management, and business development support, assisting clients through public procurement processes, drafting RFP documentation, and managing client relationships. Ms. Gabel also participates in New Jersey Board of Public Utilities (NJBPU) proceedings, submitting comments and recommendations to improve program design and ensure equitable access to solar energy benefits.
In addition to policy work, Ms. Gabel develops and executes community solar projects, supporting municipalities in evaluating and selecting solar providers, preparing registration and evaluation documents, and facilitating stakeholder engagement. Her expertise includes community outreach, educational materials, communications, and advocacy, effectively translating complex energy policies for the public, regulatory officials, and stakeholders. Ms. Gabel has also contributed to offshore wind projects in New Jersey, serving as a key writer and organizer for NJBPU applications, highlighting both technical compliance and energy justice considerations.
