GOALS AND OBJECTIVES:

To provide regulatory support and expert testimony to improve the efficiency and transparency of interconnection processes for distributed generation, to advocate for advancements in technologies that optimize on-site solar generation, and to analyze and propose cost of service and tariff design approaches.

PROJECT OVERVIEW:

Gabel Associates provided wide ranging regulatory support for The Alliance for Solar Choice (TASC) in proceedings throughout the Mid-Atlantic and Midwest. In this capacity, the firm served as an expert witness on behalf of TASC before public utility commissions (PUCs) to advocate for improvements to the interconnection process for distributed generation and analyze rate, tariff, and cost–of-service issues. Gabel Associates has won significant improvements for TASC in a wide-variety of jurisdictions, in both rate case and merger proceedings.

Although the regulatory landscape varies in each state, the firm supported the development and implementation of a strategic litigation approach. Successful litigation requires refined and careful navigation between the applicable PUC, utilities, and other parties. Gabel Associates provided an in-depth understanding of interconnection concerns and sophisticated negotiation and regulatory affairs skills.

Gabel Associates has supported major advancements to interconnection processes at utility proceedings including PP&L and PECO in Pennsylvania; Delmarva in Delaware; Delmarva and PEPCO in Maryland; Atlantic City Electric in New Jersey; and PEPCO in the District of Columbia. Steven Gabel, President of the firm, served as an expert witness in many of these proceedings.
