The firm's principals, Steven Gabel and Robert Chilton, have each been involved in the public policy, project development and business analysis of the energy industry for over 25 years. Mr. Gabel and Mr. Chilton are economists with direct experience in utility ratemaking, industry regulation, and expert testimony. In addition, both were deeply engaged in the restructuring and deregulation of the energy industry.
