Robert Chilton

Executive Vice President

Robert Chilton has more than 25 years experience in the energy industry. As Executive Vice President of Gabel Associates, Mr. Chilton directs and performs analysis of a wide range of energy issues including energy project development, retail and wholesale market price analysis, RTO transmission, energy and capacity market issues, and energy procurement for individual customers and aggregated groups. In addition, he is highly skilled at conducting detailed benefits analysis, feasibility studies, and energy market forecasts for electric energy and natural gas. He oversees the firm's energy procurement activities. Mr. Chilton has also led the financial evaluation and procurement of numerous traditional, combined heat and power, and renewable energy projects, and has prepared and sponsored expert testimony in a number of utility ratemaking matters.

Prior to his current position, Mr. Chilton obtained strong executive-level managerial experience and regulatory and legislative background as the Director of Energy for the New Jersey Board of Public Utilities from 1996 to 2000. In this role, Mr. Chilton served as the principal policy advisor to the New Jersey Board of Public Utilities concerning electric power and natural gas restructuring policy. He had an instrumental role in State policy and legislative initiatives including the development, passage and implementation of the landmark Electric Discount and Energy Competition Act, which deregulated the electric and natural gas industries in New Jersey.

Mr. Chilton's extensive expertise in the energy industry in conjunction with his unique economic and financial knowledge, and strong analytical abilities, proves invaluable to clients interested in implementing strategic energy plans, in procuring or selling power and natural gas at either the retail or wholesale level, and in assessing and developing traditional and renewable energy projects.

Mr. Chilton earned a B.S. in Environmental Science and an M.A. in Economics from Rutgers University.
